Mask of choice. I'm using Mask362 by Vix here

Font of choice. I'm using font called Cursive Standard

Plugin: Eye Candy 5-Impact-Gradient Glow

Let's get Started

Open new raster 600x600

Copy and Paste circles

Copy and Paste paper10 drag below frame layer

Adjust size and use eraser tool on outside access

Copy and Paste Paper5 drag to bottom in layer box

Go to layers-load/save mask-load mask from disk

Select mask-right click-merge-merge group

Adjust size if needed I applied drop shadow 

Copy and Paste the scattered glitter drag to bottom

Copy and Paste leaves drag below frame duplicate-image-mirror

Copy and Paste flower7 drag above leaves duplicate-image-mirror

Copy and Paste butterflies add drop shadow duplicate 3x

On 2 layers go to image-mirror

Copy and Paste remaining elements by sample

On ribbon drag above love wordart

On ribbon layer Use eraser tool on the E and O by sample

Apply drop shadow on elements (optional)

On the heart duplicate 2x so you now have 3 layers

Adjust size in each frame 

Double click on the heart layers and change opacity to 60

Add name I applied Gradient Glow with drop shadow

Add copyright info and we are done!
